In the city of Ninurta magic is outlawed. No one goes beyond the borders of the city into the outlands because there are dangerous gargoyles. Most don’t come back if they leave. The Kahl rules the city. He is the only one allowed to have magic. Almost everyone else with magic was killed. The few people left with magic had to hide it.

Kai had magic. She had the ability to alter time in small increments. Only her brother Reev knew about her abilities. Kai and Reev weren’t related by blood. They met when she was only eight years old. She doesn’t remember anything before then, and Reev won’t discuss what he knows.

Periodically people are kidnapped by the Black Rider. Once they’re taken they are never seen again. One day Reev disappears, and Kai will do anything to save him. She and her friend Avan work together to find him.

The world building was good and more was learned about the world as the book went on. The characters were well fleshed out. Even the characters without considerable page time had personality. The one thing I did not like was that there was a hint of a potential love triangle. Since this was young adult, there weren’t any sex scenes. The ending definitely left me wanting more.
